Cruises leaving the US usually do not even stop at US ports on their way to the Caribbean.

(And while I love cruises personally, about 90% of their employees are not Americans. Royal Caribbean, like most cruise lines, registers their ships in a foreign country so they don’t have to pay US minimum wage to their mostly foreign crew, nor follow US labor laws. Cruise llines do have sales people and SOME reservations staff etc now in US)
