But “government failures” could be interpreted as ALL air traffic delays.

And baggage delays? Assume airlines will always blame the airport

And the big one “Unscheduled, non-deferrable maintenance (that must be addressed pre-flight)”

Isn’t almost ALL maintenance that delays flights unscheduled?

Passenger death (requiring aircraft cleaning)
Aircraft damage (such as from extreme weather debris or sabotage)
Baggage or cargo delays (caused by an outage of a non-carrier-controlled baggage system)
Cybersecurity attacks
Government system shutdowns or failures (affecting flight safety or operations)
Overheated brakes (requiring emergency safety procedures)
Unscheduled, non-deferrable maintenance (that must be addressed pre-flight)
Medical emergencies (not caused by the carrier)
Unruly passengers (requiring removal or security intervention)
Airport closures (due to events like volcanic ash, high winds, or wind shear)
